Abstract

Text on the impact of digital interventions in fisheries environments is complicated to locate because impact assessments are rarely incorporated in project activities, and abandoned projects or technologies are seldom documented. Foresight analysis can reveal digital technologies' negative externalities, but robust evaluation methods are needed. Digital technology accelerates data-driven decision-making, revolutionizing natural resource integration and management. However, its environmental sustainability impact needs additional data. Digital records can help sustain food production, resource management, and lives by making fish production and prices available to everyone. The 'Peskas' method was designed and piloted in Java to raise awareness and understanding of fisheries and inform decision-making to update outmoded regulations and plans. This study explores how the Peskas system affected these three areas for the primary stakeholders. The digital revolution may worsen inequality, especially among disadvantaged communities and groups like Peskas. Previous research still needs to address the digital divide and associated human rights. Peskas collects, analyses, and displays data on small-scale fisheries in near real-time to improve management through data-driven policymaking. This research used expert interviews in all coastal cities except two beach villages containing vital fisheries players—Peskas' primary features and sectors. The study highlighted city and national government, the private sector, community-level fishery leaders, NGOs, and Peskas enumerators as significant stakeholders. Interviews with each stakeholder group followed. According to studies, the government's formal implementation of Peskas is crucial to encouraging government-society collaboration and attracting new investment to the fisheries sector. Peskas' impact on new regulation development needs improvement. We address issues like inadequate fisheries' legislative framework and capacity constraints, as well as convincing ideas for using digital transformation to improve fisheries.
